The trio behind it wanted to spoof the 1950s cop series M Squad as a feature. They couldn't crack a plot, and the studio chief pushed them into a six-episode television deal instead — which was cancelled the moment the contract ran out. Years later they came back to the same idea and found the missing piece: bolt a romance onto it, and there was finally a story to hang the gags on.
